The Value of “Career Consulting” in Japanese Labor Market

A “Career Consultant” is a professional who provides consultation and advice on career selection and skill development to students, job seekers, incumbents, etc. In April 2016, the Vocational Ability Development Promotion Act (職業能力開発促進法) stipulated that “Career Consultants” were certified as national qualifications. Those who do not have this qualification cannot use the “Career Consultant” or similar confusing name. Main duties are to provide consultation to job applicants and workers regarding the selection of occupations, work life planning, and development and improvement of vocational skills. This consultation service and action is called “Career Consulting”.


The government’s support for the development of “Career Consultants” in Japan is due to the following changes in the labor market.

  1. Diversification of the workforce: In recent years, diverse work styles and career paths have been required. The demand for “Career Consultants” is increasing to respond to the diversification of employment forms of companies and the diversity of individual careers.
  2. Technological progress and changes in industrial structure: Technological advances have changed the industrial structure, reducing the number of occupations and industries, while requiring new occupations and skills. “Career Consultants” are expected to play a role in helping workers make appropriate career choices and acquire skills in a changing labor market.
  3. Aging population and shortage of human resources: Japan is facing an aging society, and the shortage of human resources has become a serious issue. “Career Consultants” are expected to contribute to the effective use of human resources and the revitalization of the labor market by redesigning workers’ work styles and careers, and supporting re-employment.

The Japanese government attaches great importance to the role of “Career Consultants” in responding to these labor market changes and supporting individual career development and employment stabilization for companies. In recent years, in order to support the development of “Career Consultants”, they have provided support measures such as support for “Career Consultants” to acquire qualifications, training programs, and information provision.
